Preparation for Adult Living Program (PAL)

Youth between the ages of 15 ½   and 18 are in the PAL In-Care stage, which allows them to take a series of life skills classes.  Youth must complete all classes before aging out of care and they must stay in care until at least the 18th birthday in order to receive the one thousand dollar Transitional Living Allowance.

All youth who age out of foster care at 18 years or older are eligible for PAL After Care benefits which include assistance with rent, tuition waivers, educational training vouchers and more.   These benefits can be obtained at the Houston Alumni and Youth (HAY) Center.  The HAY Center is a one-stop shop where young people can receive information and services pertaining to life after foster care.   The HAY center serves Houston area youth and young adults ages 16-21, including Harris County and the 12 surrounding counties.

For More Information on PAL benefits, HAY Center services check the web site:

Thank you for contacting CPS in Harris County web-site. The problems of child abuse and youth at risk cry out for community solutions.  We cannot do it alone and need your help.
Join CPS to protect children. There are some things done better together: raising a barn, building a rocket, but most importantly... protecting a child.
