HARRIS COUNTY REPRESENTATIVE PAYEE PROGRAM

In
September 2007, Harris County Protective Services for Children and Adults began
administering the Harris County Representative Payee Program (RPP), which
was transferred from the Harris County Community and Economic Development
Department. The RPP is a money
management program under the leadership of Ms. Jan McLaughlin, HCPS Guardianship
Program and Representative Payee Program Director, designed to assist eligible
low-income Harris County adults who are elderly, physically, or mentally
disabled with financial management so they can remain living independently in
the community. The RPP mission is
“to strengthen the community, protect the vulnerable, and empower the able”,
and can be accessed through the Harris County Guardianship Program via referrals
from individuals, community programs such as Adult Protective Services (APS),
and private agencies.
Voluntary
RPP clients must be a Harris County resident, a U.S. citizen or legal permanent
U.S. resident, an adult who is physically and/or mentally disabled, low to
moderate income, and have a statement from a doctor or funding source (Social
Security, Railroad Retirement, VA) indicating an inability to manage finances.
Referred clients have some type of limited income that may come from
sources such as Social Security retirement income, Social Security Disability
Income (SSDI), Supplemental Security Income (SSI), veteran’s pension, Railroad
Retirement, etc.
The
RPP range of services includes:

Needs
assessment,
·
Financial
management of public resources and client expenses, and
·
Full
case management services.
