Protective Services Programs
Kinder Emergency
Shelter Provides shelter to youth ages
12 to 17 who are referred by The Texas Department of Family and
Protective Services
and to youth ages 12 to 17 who are not in DFPS custody but need to be separated from
threatening home situations. This is a Harris County program that is funded partially by
Harris County and partially from reimbursements received from the State of Texas
(DFPS) and
other contractors.
Community Youth Services
Program (CYS) - Provides services to youth in area school districts who are
at-risk of (1) becoming victims of child abuse/neglect, (2) running away, (3) dropping out
of school and (4) entering into delinquent behavior. This program is funded 50% by Harris
County and 50% by contracting schools.
TRIAD
Prevention Program A Harris County funded program for at-risk-youth
ages 10-17.
Medical and Dental Clinic - Services of the
Medical and Dental Clinic are only available to children referred by CPS in Harris County.

The Childrens Crisis Care Center - Provides assessment services to all children taken into custody by
DFPS.
Training Institute Provides a specialized training program for all
DFPS staff
located in Region 6 and training to Harris County Protective Services staff. The above programs are

Guardianship Program - The Harris County Guardianship Program,
acting as the guardian, provides guardianship services to indigent
adults who are determined by one of Harris County's four Probate
Courts to be incapacitated, i.e., unable because of physical or mental
conditions to provide food, clothing or shelter, or to care for their
own physical needs or financial affairs.
